Anklets such as this one were worn by people who had participated in many dance ceremonies. When the dancers are not performing, these are unbuckled and attached to the quitsuline (or staff) which is shaken in unison to the drumming of the song. The anklets are buckled onto the dancer's legs just before he jumps up and starts to dance.
